Under Section 8 of the Quantity Surveyors Act 1967 (Act 487, as amended 2015), only a registered Quantity Surveyor residing and practising in Malaysia — or a firm holding a valid BQSM permit — is entitled to prepare and submit feasibility study reports, preliminary estimates, cost plans, bills of quantities, tender documents, contract documents, valuations for interim payments, variations and final accounts.

Engaging an unregistered person to perform these services is not only risky — it may contravene the law.
